Family Bound has been awarded the Adoptive and Foster Parent Recruitment and Retention Services contract with Michigan’s Department of Health and Human Services for FY 2023-2026. Family Bound will serve Region 3, an area comprised of 18 counties: Allegan, Barry, Berrien, Calhoun, Cass, Ionia, Kalamazoo, Lake, Mason, Mecosta, Montcalm, Muskegon, Newaygo, St. Joseph, Oceana, Osceola, Ottawa and Van Buren Counties.

The Foster Care Navigator responds to inquiries from prospective foster parents and provides appropriate information about becoming a licensed foster parent. The FCN tracks progress made by the prospective foster parent through orientation and all phases of the licensing process, including through pre-licensing training and finalization of licensure. The FCN may provide guidance and mentoring as well as refer foster/adoptive/kinship parents to community resources.
Within 6 months of joining the Region 3 Resource Team, the FCN will complete GROW certification. The FCN must complete at least 20 continuing education hours per year in coursework relative to the proposal.
QUALIFICATIONS
The successful candidate will:
- Be currently licensed for foster care or previously licensed and closed in good standing.
- Demonstrate an ability to support and encourage families moving through the licensure process, knowledge of child welfare policy and procedures, and involvement in their local foster family community and groups.
- Demonstrate excellent listening skills, written and verbal communication and presentation skills.
- Demonstrate excellent organizational, analytical, and interpersonal skills.
- Demonstrate knowledge and working experience with Microsoft Office or other administrative applications.
- Be able to work a flexible schedule including evenings and weekends, with “regular” business hours set for the program.
- Accomplish eligibility requirements including submitting to an Internet Criminal History Access Tool (ICHAT) and Central Registry background checks.
- Be willing to be cross trained for other R3RT positions.
- Must be willing to work in assigned counties.
- Must demonstrate compliance with MDHHS policy and contract requirements, including but not limited to, maintaining client confidentiality.
Pay rate will be commensurate with skill level and responsibilities.

The GROW Training Coordinator must have experience working in one of the following fields: education, social work or human services. The successful candidate must have demonstrated success as an educator and/or administrative support staff member, which will be verified through references. The candidate should have a strong knowledge of the child welfare system and current licensing rules. He or she will be proficient in utilizing technology to successfully carry out the duties of this contract. The GROW Training Coordinator must complete GROW Trainer training. Additionally, he or she must complete at least 20 continuing education hours per year in coursework relative to the proposal as approved by the R3RT Supervisor.
QUALIFICATIONS
The successful candidate must:
- Have excellent listening skills, written, verbal communication.
- Demonstrate excellent organizational, analytical, and interpersonal skills.
- Demonstrate knowledge and working experience with Microsoft Office or other administrative applications.

The GROW Trainer will present GROW (pre-licensing) curriculum to prospective foster, adoptive and kinship parents each month. The trainer will coordinate modules with his or her co-trainer to create seamless delivery. Additionally, the GROW Trainer will monitor participant attendance, assess participants’ understanding of the materials, allow for questions and answers and refer participants to resources when discussed. On a rotating basis, trainers will be assigned to complete attendance forms and referrals which will be sent back to the GROW Coordinator for review with Safe Sleep and Reasonable and Prudent Parenting Standard forms before forwarding onto the licensing workers for each participant.
The GROW Trainer must complete GROW Trainer training prior to beginning the work and must complete at least 20 continuing education hours per year in relevant coursework as approved by the R3RT Supervisor.
QUALIFICATIONS
The successful candidate must:
- Be a current foster care or adoptive parent, a current or previously employed child welfare worker (within the past 5 years) or have a minimum of a bachelor’s degree in human services.
- Have demonstrated success as a parent trainer as verified through references, and knowledge of the child welfare system and licensing rules.
- Demonstrate excellent listening skills, written, verbal communication.
- Demonstrate experience successfully engaging and presenting to small and large groups.
- Demonstrate excellent organizational, analytical, and interpersonal skills.
- Demonstrate knowledge and working experience with Microsoft Office or other administrative applications; proficiency in utilizing technology to successfully carry out duties of this contract.
- Accomplish eligibility requirements including submitting to an Internet Criminal History Access Tool (ICHAT) and Central Registry background checks.
- Be willing to be cross trained for other Region 3 Resource Team positions.
- Be willing to work in assigned counties.

The Recruitment and Retention Coordinator uses targeted (75%) and general (25%) recruitment techniques to recruit new foster and adoptive families in their assigned counties. He or she will work in coordination with the Foster Care Navigator to support new inquirers through the licensing process. Additionally, he or she will identify ways to support currently licensed foster parents to prevent licensure closings and replacement of children. Recruitment Coordinators will seek out foster/adoptive families that meet the diverse needs of children in Michigan’s foster care system, representing race, ethnicity, (Native American children), sibling groups, older children (teens), children with disabilities and behavioral issues and other considerations specified in the AFPRR contract. Coordinators will collaborate with community partners including faith-based organizations, federally recognized tribes, LGBTQIA+ community, schools, hospitals, and other community-based stakeholders interested in supporting foster/adoptive family recruitment that reflects the diversity of their community. Within 6 months of joining the Region 3 Resource Team, the Recruitment & Retention Coordinator will complete GROW certification.
QUALIFICATIONS
The successful candidate will:
- Have at least one year of experience in recruiting foster families, and/or adoptive families, and a demonstrated knowledge of the child welfare system in the State of Michigan.
- Be able to engage with interested prospects individually, and in large and small groups.
- Demonstrate excellent listening skills to gauge a person’s level of interest in becoming licensed or in providing support to a foster family.
- Demonstrate excellent written and verbal communication.
- Demonstrate excellent organizational, analytical, and interpersonal skills.
- Possess knowledge and working experience with Microsoft Office or other administrative applications; proficiency in utilizing technology to successfully carry out duties.
- Be skilled in customer service and have experience in providing on-going data to various entities in a timely manner.
- Accomplish eligibility requirements including submitting to an Internet Criminal History Access Tool (ICHAT) and Central Registry background checks.
